Why is this forum important?
Community members have the right to know about how KHSD is implementing discipline reform and to ensure they are providing progress reports with data. The District agreed to these steps to address the need to make sure all students are being treated equally and fairly.
About KHSD Lawsuit
A lawsuit was filed in 2014 by CRLA, GBLA, Mexican American Legal Defense and Education Fund (Maldef) and Equal Justice Society on behalf of DHF, FIA, NBA, and individual students and families, to eliminate the discriminatory suspension and expulsion policies at KHSD. The lawsuit showed that students of colors were being suspended and expelled at an alarming rate compared to their white peers.
Settlement Agreement KHSD must hold 2 community forums each school year to issue reports on:
- Alternative discipline practices
- School discipline rates
- School climate survey results
- Trainings for staff and teachers
KHSD has agreed to a 3 year training plan for teachers and staff (including security and police) on:
- Cultural competence
- Implicit bias, racial anxiety, stereotype threat
- Positive Behavior Interventions and Supports (PBIS)
- By the end of 2017-18 600 teachers, 400 classified staff, 125 school security officers, and 30 police officers were to be trained in PBIS & Uniform Complaint Procedures
- 680 teachers in 8 sites were to receive training in classroom management.
- KHSD has also agreed to recognize Black History Month and National Hispanic Heritage Month & hire ethnic staff.
Climate Survey Data
Updates from SY 2016-17 to SY 2017-18
- 20% of African Americans students reported they felt isolated/harassed at school within the last 60 days. (Compared to 14% of all students)
- 19% of African Americans students reported feeling isolated/harassed at school because of their race, ethnicity, and/or nationality. (Compared to 8% of all students)
- 25% of African American students reported an adult mistreated or disrespected them at school within the last 60 days (Compared to 16% of all students)
- 10% of African American students felt unsafe because of their race, ethnicity, or, nationality (Compared to 3% for Hispanic 3% white students)
Based on KHSD 2016-17 Data African American (AA) Students are:
- 19x more likely to be suspended
- 2x as likely to be expelled
- 4x likely to be voluntarily transferred 2x likely to be involuntarily transferred
Hiring Ethnic Teachers
- In 2017-18 KHSD spent almost $1 million to recruit ethnic staff
- KHSD did not meet their goal of hiring 2% ethnic teachers this year (Only hired 50 Hispanic teachers and 5 AA teachers)
- 50% of hiring fairs were held in predominantly white cities
Positive Behavior Interventions and Supports (PBIS)
PBIS is a multi-tiered proactive approach to establishing the behavioral supports and social culture needed for all students in a school to achieve social, emotional, and academic success.
- KHSD has been unclear about what support PBIS resources have been implemented
- Examples of PBIS resources at other districts: art classes, student referrals to psychologists, program teaching prosocial behavior, on call support for teachers.
- If PBIS is implemented correctly it can reduce aggressive behavior, reduce major disciplinary actions, improve school climate, reduce teacher turnover, and more!

¿Porque es importante este foro comunitario?
Los miembros de la comunidad tienen derecho a saber cómo KHSD está implementando una reforma de disciplina y garantizar que proporcionen informes de progreso con datos. El Distrito aceptó estos pasos para abordar la necesidad de asegurarse de que todos los estudiantes reciban un trato equitativo y justo.
Información de la demanda de KHSD
En 2014, CRLA, GBLA, el Fondo Mexicano Americano para la Defensa Legal y Educación (MALDEF) y la Sociedad de Igualdad y Justicia demandaron a KHSD de parte de DHF, FIA, NBA, y estudiantes y familias para eliminar las pólizas discriminatorias de KHSD de suspender y expulsar a los estudiantes. La demanda demostró que los estudiantes de color estaban siendo suspendidos y expulsados mucho más en comparación
con sus compañeros blancos.
Acuerdo de Solución
KHSD tiene que tener 2 foros comunitarios cada año escolar para reportar sobre:
- Métodos alternativos de disciplina
- Tasas de disciplina escolar
- Resultados de la encuesta de ambiente escolar
- Entrenamiento para maestros y empleados
KHSD tiene un plan de entrenamiento durante 3 años para maestros y personal (incluyendo seguridad y policía) que enseñara:
- Competencia cultural
- Prejuicio implícito, ansiedad racial, las consecuencias
de los estereotipos - Apoyo e Intervenciones de Conducta Positiva (PBIS)
- Al fin de 2017-18, 600 maestros, 400 empleados, 125
guardias de seguridad, y 30 policías iban a ser entrenados en PBIS y los Procedimientos Uniformes de Reclamos (UCP) - 680 maestros en 8 sitios iban a recibir entrenamiento en cómo manejar una clase
KHSD ha aceptado reconocer el Mes de la Historia Afroamericana, Mes de la Herencia Hispana y promete contratar empleados de color.
Resultados de la encuesta de ambiente escolar del año escolar 2016-17 al 2017-18
- 20% de estudiantes Afroamericanos (AA) informaron que se sintieron asilados/acosados en las escuelas entre los últimos 60 días
- 19% de estudiantes AA informaron que se sintieron asilados/acosados en las escuelas por su raza, etnicidad, o nacionalidad
- 10% de estudiantes AA no se sienten seguros por causa de su raza, etnicidad, o nacionalidad. (Comparado a 3% de Hispanos y 3% estudiantes blancos)
Basados en los Datos de KHSD 2016-17 Estudiantes Afroamericanos son:
- 2x más probable de ser expulsados
- 4x más probable que sean transferidos voluntariamente
- 2x más probable que sean transferidos involuntariamente
Contratando Maestros de Color
- En 2017-18 KHSD utilizo casi $1 millón para contratar a maestros de color
- KHSD no alcanzo su meta de contratar 2% de maestros de color (Solo contrataron 50 maestros Hispanos y 5 maestros AA)
- 50% de las ferias para contratar empleados fueron en lugares donde la mayoría populación es blanca
Positive Behavior Interventions and Supports PBIS (Apoyo e intervención de Conducta positiva)
PBIS es un enfoque proactivo de varios niveles para establecer los apoyos conductuales y la cultura social necesarios para que todos los alumnos de una escuela logren el éxito social, emocional y académico.
- KHSD no ha dicho claramente que apoyo y recursos darán para implementar el método PBIS
- Ejemplos de PBIS recursos en otros distritos: clases de arte, referencia para psicólogo, programas enseñando conducta pro social, apoyo disponible para maestros.
- Si PBIS se implementa correctamente, puede reducir el comportamiento agresivo, reducir las acciones disciplinarias, mejorar el clima escolar, reducir la rotación de maestros, ¡y más!
